Create SA calls for expressions of interest

Create SA is the creative industries skills development programme of the Media, Advertising, Publishing, Printing and Packaging Sector Education and Training Authority (MAPPP-SETA), undertaken in partnership with the Department of Arts and Culture (DAC) and funded by the Department of Labour's National Skills Fund.

Create SA introduces a new approach to education and training for those involved in a wide range of creative industries including visual arts and craft; design; music; the performing arts; heritage; film, video and multimedia production; technical production services for events and arts and culture management. The programme was initiated out of the need to ensure that the creative industries are included in government programmes aimed at skills development.

Through Create SA, the MAPPP SETA, in consultation with industry, aims to invest in the sector's most critical resource - people. "While we hope that some of our learners will find jobs at the end of their training we expect that through developing relevant skills all learners will maximize their potential to create sustainable work for themselves," said Dr Dave Thomas, CEO of MAPPP SETA.

Those eligible for the Create SA programme include freelance or self-employed workers in the creative industries as well as new entrants into the labour market, from school leavers to the unemployed. By 2005, 6 000 people from around the country will have benefited from learnerships and skills programmes offered by this ambitious programme.

The training programmes have been designed to meet the specific needs of participants. For example, an artist or crafter may need help with marketing their product, assistance with legal issues or basic business skills in order to exploit entrepreneurial opportunities. They may also need to upgrade their technical skills.

Create SA is currently implementing 14 learnerships and a large number of associated skills programmes across the country. Learnerships are essentially work-based training programmes developed by Sector Education and Training Authorities and registered with the Department of Labour. They comprise a theoretical and practical, work-based component. The Department of Labour requires that every learnership leads to a qualification registered on the National Qualifications Framework. Skills programmes are shorter training courses.

NOMINATIONS: ADVISORY GROUP FOR THE DEVELOPMENT OF AN INTEGRATED HUMAN RESOURCE DEVELOPMENT STRATEGY

The Department of Arts and Culture (DAC) and CREATE SA are initiating a process to develop an Integrated Human Resource Development Strategy for the Arts and Culture Sector. The first phase of the process, running from August 2003 to March 2004 will comprise a research and strategy development phase.

The second phase, that will begin in 2004, will entail extensive public consultation.

In order to inform and guide the research and strategy development process, an Advisory Committee will be constituted. The Advisory Committee will meet four times over the first phase of the project, beginning in September 2003. Members will be nominated by members of the public and selected by a specially constituted panel.

PROVIDERS OR LEAD PROVIDERS FOR CREATE SA's LEARNERSHIPS AND ASSOCIATED SKILLS PROGRAMMES

Accredited, emerging and potential providers are invited to submit Expressions of Interest [EoI] to Create SA to deliver on the 14 Create SA learnerships and associated skills programmes. The MAPPP-SETA approach is developmental with regard to the Create SA Programme and includes the participation of emerging and potential service providers in the implementation and delivery of skills programmes in partnership between a lead provider and a group of emerging providers who will be capacitated and supported during the learnership.

Those wishing to submit EoIs to be a provider and/or a lead provider should obtain a copy of the relevant terms of reference, expressions of interest format and learnership outlines and qualifications matrixes from:

CAPACITY BUILDING AND SUPPORT FOR CREATE SA EMERGING PROVIDER

Create SA is committed to the support of emerging providers in the implementation of the learnerships and skills programmes within its remit.

Create SA requires the services of suitable organisations and/or individual consultants to support and mentor emerging providers in the creative industries sub-sectors to acquire accreditation and to deliver on learnerships and skills programmes. Interested parties are invited to submit company profiles, including CVs of proposed consultants. While it is not essential to have trained/mentored organizations in the creative industries, your experience in this area will be an advantage.

TRAINING 100 ASSESSORS AND 20 MODERATORS FOR THE CREATE SA PROGRAMME

Create SA is commencing with the training of assessors and moderators within the creative industries sub-sectors. The training will be conducted against ASSMT01, ASSMT02 and ASSMT04 unit standards. This training is intended to transform provision, in line with the outcomes-based nature of learnerships and skills programmes. Training will take place in each of the nine provinces between August and December 2003 and will be at no charge.
