National Capital Central Investment Bank

Legislation will be signed paving the way for a Central Investment Bank, fully financed and capacitated by Government to manage a National Development Fund. Government will share ownership with a Fund Manager consortium headed by the Participating Financiers. Parliament will establish legal framework, whilst the South African Reserve Bank will perform the oversight function. The fund will be marketed extensively throughout the nation by Government, media and employers. A New Venture Capital Exchange and Structured Finance Exchange will be institutionalised to facilitate faster and more economic capital raising activities by utilising a standard project proposal template mechanism, electronic authentication of legal documents, online auctioneering system connected to the major financiers amongst other innovations. The Fund Managers' Consortium will partner with Government structures nationwide to establish satellite offices in existing infrastructure whereby aspiring entrepreneurs can submit drafts on business ideas, receive a professional standard business plan, get their polished business plans sent electronically through the New Venture Exchange, as well as access to national suppliers and buyers list .less
